Defense is a Necessity, Not a Strategy for Victory

Although it was very delightful for the terrorist who tried to attack a French train to be stopped in time, more effort should be dedicated at preventing such defense from being necessary in the first place. The element of luck in the whole episode can hardly be overstated. If the right people were not at the right place at the right time, the terrorist's plan for a massacre would have succeeded. Luck cannot be part of any plan, much less one for public security.
